Congratulation letter of H.E. László Sólyom, President of the Republic of Hungary to H.E. Ilham Aliyev, President of the Republic Azerbaijan on the occasion of being reelected to his high position.


Congratulation letter of H.E. Ferenc Gyurcsány, Prime Minister of the Republic Hungary to H.E. Ilham Aliyev, President of the Republic of Azerbaijan on the occasion of being reelected to his high position.

       The Republic of Hungary recognized independence of the Republic of Azerbaijan on December 26, 1991.

Diplomatic relations between the two countries were established on April 27, 1992.

On December 5-6, 1994 President of the Republic of Azerbaijan H.E. Mr. Heydar Aliyev participated the Summit meeting of the Conference on Security and Cooperation (CSCE) in Budapest. On October 24, 1995 the Presidents of the Republic of Azerbaijan and the Republic of Hungary, Mr. Heydar Aliyev and Mr. Árpád Göncz had a meeting in New York, on the margin of the UN General Assembly session.

On September 1, 2004 H.E. Mr. Ilham Aliyev President of the Republic of Azerbaijan by decree no. 366 appointed H.E. Dr. Hasan Hasanov the Republic of Azerbaijan as the Ambassador Extraordinary and Plenipotentiary to the Republic of Hungary.

On October 7, 2004 H.E. Dr. Hasan Hasanov presented his credentials as the Ambassador Extraordinary and Plenipotentiary to the Republic of Hungary.

Since opening of the Embassy of Azerbaijan in the Republic of Hungary we are trying to do our best to develop relations in all spheres, especially political, economical and cultural spheres.


Legal basis

Before opening the Embassy there were only 2 agreements between our courtiers - Protocol on Cooperation between Ministries of Foreign Affairs (Baku, February 28, 1997) and Agreement between Governments on visa free travel for holders of diplomatic and service passports (approved by the Governmental law on July 18, 2000). In order to have legal basis to fruitful cooperation the Embassy with support of the Ministry of Foreign Affairs of Azerbaijan initiated drafts of agreements with different Ministries and organizations of the Republic of Hungary. Nowadays there are more that 30 agreements under discussions, about half of them are ready for signing.  We are planning to sign agreements during high level bilateral visits, either in Baky or in Budapest.


Following documents were singed after the opening of the Embassy:

Protocol on Cooperation between Custom Services of Azerbaijan and Hungary (Baku, February 3, 2006)
2. Protocol on Cooperation between the Customs Committee of the Republic of Azerbaijan and the Customs and Finance Police of the Republic of Hungary on co-operation and mutual assistance in customs matters (Baku, February 3, 2006);
3.  Protocol on Cooperation between “Duna TV” and “Ictimai TV” (Budapest, March 2006)
4. Memorandum of Understanding on Cooperation between the Ministry of Finance of the Republic of Azerbaijan and the Ministry of Finance of the Republic of Hungary (Budapest, March 22, 2007).
5. Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Hungary on the Promotion and Reciprocal Protection of Investments” (Baku, 18 May, 2007);
6. Agreement between the Ministry of Economic Development of the Republic of Azerbaijan and Ministry of Economy and Transport of the Republic of Hungary on Cooperation” (Baku, 18 May, 2007);
7. Agreement on Cooperation between the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan and Ministry of Labour and Employment of the Republic of Hungary” (Budapest, September 25, 2007);

Inter-Parliamentary Friendship Group

The Embassy worked on creation of a Group of friendship with Azerbaijan in the Hungarian Parliament as it already existed in the Azerbaijani Parliament. On March 26, 2007 Hungary-Azerbaijan Inter-Parliamentary Friendship Group of the Hungarian National Assembly was established. Now the Group is consists of 10 members of the National Assembly. President of the Group is Dr. János Horváth, Vice-President – Mr. Gábor Laboda. Members of the Group - Mr. Kornél Almássy, Mr. Mihály Babák, Mr. Mihály Balla, Ms. Ilona Ékes, Dr. István Józsa, Mr. Zsolt Németh, Dr. Tivadar Puskás and Dr. Ibolya Spiák.


Bilateral meetings and visits:
· 
From August 29 to September 6, 1995, Deputy State Secretary of the Ministry of Foreign Affairs of the Republic of Hungary, Mr. André Erdős, on behalf of the acting Chairman of the OSCE, visited the three countries of the South Caucasus region, including Azerbaijan.

· On May 5-6, 2000, on the margin of the Conference of European Speakers of Parliaments, the Speaker of the Milli Mejlis of the Republic of Azerbaijan, Mr. Murtus Najaf-ogly Aleskerov and Deputy Speaker of the National Assembly of the Republic of Hungary, Ms. Katalin Szili had a meeting.

· Between April 19 and 23, 2004, Deputy State Secretary of the Ministry of Foreign Affairs of the Republic of Hungary, Mr. Jenő Boros had consultations in the three countries of the South Caucasus region, including Azerbaijan.

· On October 27-31, 2005 General-Director of the National Security Office of the Republic of Hungary Major-General Mr. Lajos Galambos visited Azerbaijan;

· On January 22-24, 2006 State Secretary for Political issues of the Ministry of Foreign Affairs of Hungary Mr. András Bársony visited Azerbaijan;

· On January 30-February 1, 2006 Minister of National Security of the Republic of Azerbaijan Mr. Eldar Mahmudov visited Hungary;

· On November 29-December 1, 2007 Deputy Foreign Minister of Azerbaijan Mr. Khalaf Khalafov visited Hungary;

· On March 22, 2007 Minister of Finance of the Republic of Azerbaijan Mr. Samir Sharifov visited Hungary;

· On May 17-19, 2007 Dr. Kinga Göncz, Minister of Foreign Affairs of the Republic of Hungary visited Azerbaijan.
